Featured Project: Philippine Disaster Resilience Foundation – Emergency Operations Center (EOC)

The Challenge

The Philippine Disaster Resilience Foundation (PDRF) set out to build the country’s first private-sector–led Emergency Operations Center, strategically located in the Clark Special Economic Zone.

The EOC needed an audiovisual system that would allow rapid coordination, multi-source monitoring, and real-time information sharing during disasters. The AV solution had to deliver:

  • A large-format, multi-source video wall
  • Clear audio for briefings and coordination
  • Reliable control and switching between various data feeds
  • A system that was intuitive to operate during critical, high-pressure situations

The challenge: engineer a system with high visibility, reliability, and immediate response capability—essential for national disaster management.

High-Definition Video Wall System

  • 49″ video wall displays configured into a large, seamless visual canvas
  • Video wall processing system capable of multi-window layouts and unified single-display mode
  • Support for 8 network PCs for multi-source display and 1 server PC for full-screen projection

This provided uninterrupted visibility of weather data, crisis updates, mapping tools, and situational intelligence.

Advanced Video Wall Control Software

AVLS supplied the EOC’s video wall management platform, enabling operators to:

  • Route multiple inputs to any display segment
  • Adjust resolution, alignment, format, and color
  • Display content from graphics files, documents, prerecorded videos, and web browsers
  • Access CATV, CCTV, and media-player sources

This flexibility is critical during evolving disaster situations that require shifting between dashboards and intelligence streams.

Audio & Presentation Systems

Outcome

Since the turnover in 2018, The PDRF Emergency Operations Center now operates with a high-performance command-center AV environment, enabling fast, coordinated decision-making during emergencies.

The video wall’s clarity, scale, and multi-source capability significantly enhance situational awareness, while the audio and control systems support clear communication among responders, analysts, and decision-makers.

AVLS delivered an AV solution designed for zero delays, maximum visibility, and reliable operation—all essential in a national emergency command center where every second counts.
